Gov. Pataki gave a chilly brushoff yesterday to developer Donald Trump's idea of building an Indian-sponsored gambling casino in Manhattan. Mayor Giuliani was more amenable to bringing casino gambling to the city - but not necessarily with Trump in charge. Pataki and Giuliani commented separately on Trump's vow to "vigorously" pursue bringing an Indian-run casino to Manhattan if the state lets the St. Regis Mohawks build a casino in the Catskills.

 Trump owns two casinos in Atlantic City that could be hurt if a casino opens for business in the Catskills. Pataki rebuffed Trump's idea by telling reporters in Albany, "Our priority is to have casinos in historic resort areas where we need to attract tourism dollars, particularly the Catskills and the Niagara frontier.


" Without siding with Trump, Giuliani said the city shouldn't be excluded from having casinos if they are built elsewhere in the state. "I always felt that if they allow casino gambling in the State of New York, then New York City should be included in it, not excluded," the mayor said. Giuliani said his support of a casino operation in the city would be contingent on creating a strong supervisory commission to keep organized crime out and ensuring that the city would get economic benefits from the gambling. "[If] you accomplish both those purposes, then I would be in favor of casino gambling - Donald Trump, anyone else - and I would like to see some competition," Giuliani added.

 Previously, Giuliani had called for including a gambling casino in the redevelopment plan for Governors Island. When Pataki balked, Giuliani eventually agreed to a redevelopment plan for the former Coast Guard base that doesn't include a casino.
