Beach Cafe--People dining out in rain

Despite the drizzle, people still ate outdoors at Beach Cafe in Upper East Midtown (border of Upper East Side)...I was on my way to surgeon's office for follow up exam ( had to wait forever there--well, that is next post).

Let us see if there are any reviews for this--well, just seems to be "neighborhood place" and some people refer to it as catering to "the geriatric crowd." Some people like the food, others not so much. In fact NOT so much that I will not go any further with reviews...just so you can see place I almost took video of!
