Perkins Observes Demonstration During His Visit On April 23, Chief of Department James E. Leonard welcomed General David G. Perkins, Commanding General United States Army Training and Doctrine Command on his first visit to FDNY Training Academy on Randall's Island. Joined by Chief of Training Stephen S. Raynis, the group discussed a variety of topics, including: megacities, use of fire as a weapon, the World Trade Center and the bond of service.
