Three weeks before the opening in Paris of the COP 21, the World Bank in a new report warning about the consequences of climate change on the most vulnerable. If nothing is done, 100 million people could fall below the threshold of poverty in 2030.
"The events related to climate, weather, already barriers to poverty reduction and it will get worse," insists one of the authors, Stéphane Hallegatte. People suffer crop losses, soaring commodity prices and the increase in diseases including malaria and diarrhea which are caused by climate shocks (floods, storms, droughts ...).
Most exposed to natural disasters
The report shows - supporting statistics based on questionnaires conducted in 92 countries in Africa, America and Asia - that these shocks more impact the poorest populations. In Indonesia, they have 30% more likely to be affected by flooding as people richer. Because they live in very precarious conditions, less resilient habitats, the most exposed areas. In North Africa, half of the poorest 40% is impacted by climatic problems, against 20% in the higher segments of the population. "Even people who live below the poverty line ($ 1.90 a day) can fall into poverty when a flood destroyed a micro business or drought decimated a flock," the report shows.
Another finding in case of natural disaster, they wipe more losses than the middle and upper classes. Thus, in Mumbai, India, following the terrible 2005 floods, poor people have lost twice as much as the rich in proportion to their assets. "Their possessions are usually in vulnerable form, it is home or livestock," says Stéphane Hallegatte. They also receive less support from their families and communities, who often do not have the means to help them. And they have little access to the financial sector, including loans.
More serious natural disasters have longer-term consequences on the standard of living, health and education. "For example, 30% of Mexican children removed temporarily from the school after floods, are never returned, says Stéphane Hallegatte. To avoid an irreversible impact, the aid must be targeted, he added, citing the case of Pakistan, after the 2010 floods There was a first unimportant aid was paid very quickly and with a second phase higher amounts to fund targeted reconstruction program. The urgency to act before 2030
The World Bank insists on another difficulty related to lack of social protection. Health insurance systems are still underdeveloped in these poor countries in Africa, Latin America and Asia and a very limited access to quality healthcare.
That is why, insists Stéphane Hallegatte that must deal with both climate and poverty issues together without opposing them: "We must ensure inclusive economic growth".By acting on three main areas: agriculture, health and adequate policy to face natural disasters. "By 2030, the impact on the climate is still limited, it is a good window to eradicate poverty," says the economist.
An example of solution, revenue from environmental taxes can be used to develop social protection. According to the report, even a small carbon tax to 10 dollars per ton would fund 50% average social spending in 90 countries. A positive trend is the elimination of fossil fuel subsidies. Several countries use the savings for social purposes. This is the case of Indonesia who opted for a cash transfer for the 30% poorest and Ghana which made compulsory elementary school.
