The word “livability” gets tossed around a lot these days when it comes to the popular discussion of cities. But what do we mean by the term, exactly? In our extensive urban coverage throughout the year, we often look at a variety of facets that contribute to a city’s overall quality of life—i.e., the sum of the housing, amenities, connectivity, and, in a word, pleasures a city has to offer the people who live in it. So, in addition to ranking our top three livable locales for 2015, we consulted *a variety of experts to identify cities that are excelling in key areas such as smart infrastructure, walkability, and preservation. And we round out our selection by spotlighting nine other rising cities to watch in the years to come.

First define what constitutes a city. There are cities, towns, and villages in my listings. The issue is what are the dividing lines. I was born in a village of 3,880 people. Wikipedia calls it a village. Is 100,000 people a city? Santa Monica, California calls itself "City of Santa Monica" and has a population of about 90,000 people.
As to Toronto, Canada it has extremely cold winters and very humid summers. The cost of living isn't in the top 10 but it is very high. Tokyo, Copenhagen and Singapore made that list.
So this is a good list if money and weather is not an issue.

Pittsburgh needs to right a wrong and unbury the original remains of Fort Pitt at the Forks of the Ohio National Historic Landmark site within Point State Park, which the City of Pittsburgh, PA Dept. of Conservation & Nat. Resources, State Parks & RiverLife obliterated from sight in a "renovation" in 2007-08.

I have been to Helsinki and it is a pathetic little town with no culture or financial significance to mention. It really boggles my mind how the city made it to the list at all. Helsinki is the New Athens of Europe.

I assume esthetics play no part when compiling this list. Not a single Italian city. No Paris, no Stockholm, no San Francisco... Cities people from all over the world flood to, to marvel over their sheer beauty. Living in beautiful surroundings
seems too profane to add to the concept of 'livability'? I beg to differ... /Bob
