If the Engineer (the firefighter operating the fire engine pump) can see this happen, they will reduce/shut off pressure to the line. However, that is not always possible.

The National Weather Service has issued Wind Advisories, now in effect, for the mountains of Ventura and Los Angeles County. Areas of NE winds 20-35 mph gusting to 55 are expected.
