Angela Merkel was silent again. And that in the important debate about Greece. With this understanding of crisis management it shifts political boundaries.

The most interesting remark in the Bundestag debate on the third aid program for Greece on Wednesday made the Finance Minister. And rather casually. For theassessment of debt sustainability is not the abstract debt ratio of a country's vital, remarked Wolfgang Schäuble. Rather, it would depend on the so-called gross financial burden. They should not exceed 15 per cent in relation to economic performance.
This is certainly an elegant way out of that dilemma, in which the Union faction in the Bundestag has been overthrown in the past few days. This argument Schäuble could the IMF keep on board and at the same time avoiding a nominal haircut.Finally, coined by American economist think the IMF is considered not as dogmatic as the German Ordoliberaler. For this the three percent deficit limit and the 60 percent public debt of the Maastricht Treaty are still the last closing of economic wisdom.
At least one speaker in this debate Greece 's noticed this rather unconventional pragmatism for a German finance minister: the Christian Democrat Klaus-Peter Willsch. He warned in the few minutes that his group had given for his speech against the possible consequences of this argument. So he hit a sore spot. What does such flexibility actually for the debt ceiling in Article 109 of the Basic Law? Is Greece a special case or is not it rather questioning the meaning of such abstract rules?
Willsch looked a bit lost in this debate. He had the almost impossible task of at least 63 "dissidents" to have to give, and three who abstained in the Union faction one vote. That was to be made in the short time hardly. But he made his remark the borders visible that characterizes the political understanding of the Chancellor.
This is, however, recognize no borders. The Bundestag is not an economic seminar and the Minister of Finance not a professor of political economy, as a former colleague from Athens. It is a political statement with consequences if since this morning debt sustainability is defined as "gross financial burden". You have to justify politically.
Maddening
Only the Chancellor said nothing, leaving her finance minister introducing the bill. Schäuble avoided any polemic, there was nothing more to feel the drama of July. He was largely confined to the technical details of this aid program. The other speakers of the Union could certainly hear self-critical tones. So pointed Ralph Brinkhaus, after all, the Group vice-president, to the responsibility of the creditor. The shaken by the reforms Greeks would the "light at the end of the tunnel" can detect when the conversion of the country to be successful. Weeks ago to hear the still different.
