Some Carf officials have accepted or asked for bribes from big companies, which had to pay fines of millions of dollars in taxes in exchange for a favorable decision allowing them to avoid some or all of the sanction.
"The investigation, which began in 2013, showed that the organization was acting within the [Carf] to promote private interests seeking to influence and bribe officials with the aim to obtain the cancellation or reduction in fines for violations imposed by the IRS, "said the police in a statement.
The amount so diverted could be around 19 billion reais ($ 5.9 billion at current exchange rates). Police have already identified nearly 6 billion reais ($ 1.85 billion) of diverted funds.

The new survey also involves various consulting firms and lawyers, including Brasilia and Sao Paulo. "The network was using third-party companies to hide their actions and the flow of money that was laundered, returned as apparently legal heritage for these companies, "police said.
These revelations come less than two weeks after huge demonstrations, which mobilized more 15 March 1.7 million Brazilians, to protest against the scandal Petrobras and management of President Dilma Rousseff left.
