Fortune editor-at-large Peter Elkind
investigates the visa-for-sale program that allows wealthy foreigners
to obtain U.S. citizenship by spending $500,000 apiece on a venture that
creates American jobs. However, there’s no evidence that the program is
helping the U.S. economy. Applications for these EB-5 visas keep
increasing, and the government is on pace to grant about 10,000 of them
in 2014—more than were issued in the program’s first 17 years combined.
